The Grey Wolf is usually found lurking in large numbers, in hidden traps around various maps. They can be found by looking for the tell-tale red intercept square when your general will pass close to their location.
They aren't particularly strong, and can be fairly easily dispatched by attacking with plenty of recruits. As they have the First Strike ability, you should not use Cavalry against Grey Wolves, as this will incur large losses.
